23 Marina is firmly in the second category.

Rising nearly 393 metres above Dubai Marina, the residential tower was conceived at a time when Dubai was transforming itself into a global destination for ambitious architecture and luxury living. Today, its distinctive white-and-blue silhouette remains one of the defining vertical landmarks of the Marina.

But the story of 23 Marina isn’t simply about height. It is about the coming together of an established Indian developer, a Dubai-based development partner and an architectural ambition that was unusually bold even for Dubai.

A Partnership Across Two Real Estate Cultures

23 Marina was developed by Hircon International, a joint venture between India’s Hiranandani Developers and Dubai-based ETA Star Properties. The partnership brought together Hiranandani’s experience in premium residential development in Mumbai with ETA Star’s presence in Dubai’s rapidly expanding property market.

For Hiranandani, 23 Marina represented an important international step.

The group had already established its reputation in Mumbai through developments such as Hiranandani Gardens in Powai. Dubai offered a completely different proposition: a city where height, scale and architectural ambition were becoming part of the real-estate vocabulary itself.

Darshan Hiranandani, who was involved with the Dubai venture, described the move as an opportunity to work at the cutting edge of construction and bring together international consultants and contractors.

The result was a tower that was designed to be more than another address on Sheikh Zayed Road.

It was intended to be a statement.

Architecture That Was Designed to Be Seen

At approximately 392.4 metres, 23 Marina rises across 88 floors above ground, with four basement levels and 289 residential apartments. The building also contains 62 elevators and more than 586 parking spaces.

Its architecture is immediately recognisable.

The tower uses an octagonal form, helping maximise views from the residences. White concrete frames and tinted blue glass create the building’s characteristic façade, while the structure narrows dramatically towards its pointed crown.

The six-storey entrance hall was conceived as a grand arrival experience, featuring geometric flooring, slanted glass walls and a waterfall feature behind the concierge area.

An outdoor pool sits directly alongside the glazed lobby, reinforcing the building’s connection with the waterfront setting.

The architecture was led by Hafeez Contractor, with KEO International Consultants involved as consultant and engineer. Dubai Civil Engineering was appointed for the main construction contract.

What Does Luxury Look Like 40 Floors Above Dubai?

The most interesting aspect of 23 Marina isn’t necessarily its height.

It is the way the building translates the idea of a private residence into a vertical lifestyle.

The residential mix includes two- and three-bedroom apartments, alongside larger four-bedroom duplex residences. The duplexes are where the project becomes particularly distinctive.

The duplex residences have their own private elevator access, providing an additional layer of privacy between the residence and the rest of the tower.

Private pools

The duplexes feature plunge pools incorporated into their projecting balconies, creating a rather unusual proposition: your own pool, hundreds of metres above Dubai.

The residences were conceived with wood and marble finishes, premium fixtures and fully equipped kitchens.

The result is a hybrid between apartment living and the privacy of a villa.

Perhaps the most unusual statistic associated with 23 Marina is its collection of swimming pools.

The building has been widely documented as having 57 swimming pools, including private pools associated with the duplex residences.

But the amenities extend considerably beyond the pools.

Residents have access to facilities including indoor and outdoor swimming pools, health club and fitness facilities, spa facilities, steam and sauna areas, children’s pool and play areas, landscaped gardens, a jogging track, business facilities, concierge and security services.

The philosophy was clear: residents should not simply have an apartment in a skyscraper; the building should function as a self-contained luxury environment.

Who Lives at 23 Marina?

This is where the building’s configuration tells an interesting story.

With only 289 apartments spread across a tower of this scale, 23 Marina has a relatively low residential density for a supertall building.

Its mix of two- and three-bedroom residences makes it suitable for professionals, couples and families looking for a large home in a central Dubai location.

The larger four-bedroom duplexes appeal to a different segment: high-net-worth residents looking for space, privacy and panoramic views without moving into a standalone villa.

Current listings demonstrate that the building continues to attract both family-sized residences and larger luxury homes, with some of the largest residences offering private pools, private elevator access and views across the Palm, Dubai Marina, Media City and the Emirates Golf Club.

The project also became associated with Darshan Hiranandani’s early international development career. In an interview with Rochester Institute of Technology, he recalled how a family visit to Dubai ultimately led to the decision to explore real estate in the emirate.

The ambition was perhaps best captured by the scale of the building itself.
